I use the Gimp under Linux, but it is also available under Windows. See

www.gimp.org, and follow the link to the Windows version.

Gimp doesn't have all the bells and whistles for modifying perpsective
that Photoshop CS2 has, but it has the basic tools you need.

The the GIMP, http://http://www.gimp.org/ . Despite the dodgy looking URL
and suspect name it is fine. It runs under a number of platforms, for
windows you will need to download an additional package first but the
website will tell you and its all quite simple.

Look under tools - transform tools - perspective when you have load in a
file.

This may have changed a bit as there has been a new version out lately.

What a strange thing to say. Perspective has been well defined in western
art since the 15th century, at least. Look up Albrecht Duerer for details:
he's the guy who stretched little strings from a subject to a viewer's
eyepoint, then noted the line-of-sight intersections between the strings and
the plane where the artist's canvas would normally be. Obviously, the image
on the plane changes with the positions of both plane and viewpoint, with
respect to the subject.

Unfortunately, some people take perspective to mean wide-angle versus
telephoto, and software cannot help with this. If the OP means the sort
of correction that a shift lens produces, then software can help, to a
limited degree. I was asking the OP what they really wanted to do.
