Best software for image enhancement?

1. Noise/grain reduction.
2. Bringing out detail in dark/shadow/under-exposed areas.
3. Upsizing (increasing resolution).
4. Improving fuzzy or badly focussed images.

Basically I am asking if there is anything better than Neatimage, Focus
Magic and Genuine fractals. I'm looking at improving photoscans as well as
digiphotos

I don't know about the other 3 for which I use what's built into my
editing programs, Helicon Filter and Photo-Brush, but for "2. Bringing out
detail in dark/shadow/under-exposed areas." I use Shadow Illuminator Pro
from Intrigue Tecjnologies, www.intrigueplugins.com.

I've heard about an obscure program that might be able to do some of this
stuff.
I think its called Photostore, Photomart, Photoshop or something like that.
If you search the web you might be able to find out more about it.
